If you don't have a license plate and you don't want any excess metal hanging down, this is the Mount for you. Mount is in the upper position and remove the lower assembly!
If you DO have a license plate then mount the hitch to the cart, insert the lower assembly, bolt in, then mount the receiver tube and you are ready to go!!!
